Municipalities have the obligation to provide early childhood education and care, but the way it is provided can be either by the municipality itself or by another service provider. Service vouchers have recently become one way of providing this service. It gives a private provider of early childhood education and care the right to provide early childhood education and care on the territory of the municipality in return for a service voucher issued by the municipality to the service user.
The purpose of our study is to examine the municipal rulebooks on the provision of private ECEC and the conditions for the definition of the service in them from the perspective of equal treatment of children and equal treatment of municipalities. The research question for this project is: how is the discourse of equal access constructed in the municipalities' rulebooks for the provision of early childhood education and care?
