Municipal survey on language education policy II 2023-2024

Project description
The aim of the study is to investigate primary school principals and municipal decision-makers' agency in language education policies, i.e. their views and experiences of language education at local and national level, in order to answer the question to what extent decentralised and outsourced decision-making in education policy causes unjustified inequalities in pupils' (language) education policy and thus the erosion of educational equality in language learning.
The survey was carried out by means of an electronic questionnaire, in addition to face-to-face interviews. A link to the questionnaire was sent to all headmasters of Finnish and Swedish-language primary schools and to municipal decision-makers. Municipal decision-makers in this study refer to municipal officials, i.e. directors of education and training, heads of departments and the like, and municipal elected officials, i.e. chairpersons of education and training committees. The survey was carried out in cooperation with Suomen Rehtorit Suomen Rehtorit ry - Finlands Rektorer rf.
The project collaborates with the TOVI (second and foreign language learning) research group (Zea Kingelin-Orrenmaa, Soili Hakulinen, Aleksandr Zelenin and Stefan Smirnov) at the University of Tampere.
