Biography

Md Mashiur Rahman is currently a Doctoral Researcher at the Department of Social Sciences and Philosophy, Ä¢¹½Ö±²¥, Finland. His doctoral research focuses on the complexities of multi-level governance (MLG) within the European Union, with particular attention to the coordination challenges across EU, national, and local levels in the context of climate and digital transitions. His work critically examines hybrid governance—emphasizing flexibility, inclusivity, and the integration of formal and informal mechanisms—as a means to bridge governance gaps. He aims to propose practical strategies for embedding hybrid governance approaches into EU policy processes, especially in relation to the revision of National Energy and Climate Plans (NECPs) and the implementation of the EU Digital Decade.

Mr. Mashiur brings extensive teaching and research experience, having worked for over a decade as a full-time teaching staff in the Department of Public Administration at Comilla University, Bangladesh. Prior to his academic tenure, he served as an Assistant Director at the Bangladesh Academy for Rural Development (BARD), where he was actively involved in research, training, and project management related to sustainable rural development. Throughout his teaching career, Mr. Mashiur has taught a variety of undergraduate and postgraduate courses, including Governance and Leadership, Comparative Public Administration, Sociology of Administration, Organizational Behaviour, and Local Governance.

He holds a bachelor’s and master’s degree in public administration from the University of Chittagong, Bangladesh. For his academic excellence in his undergraduate studies, he was awarded the prestigious Prime Minister Gold Medal Award. He further pursued two European master's degrees: a Master of Arts in Leadership and Organisation from Malmö University, Sweden, and a Master of Administrative Sciences with a specialization in Leadership for Change: Governance for Sustainable Change from Tampere University, Finland. His master’s theses focused on Organizational Modeling on Social Sustainability and Governance in Partisan Local Government Elections in Bangladesh: Civil Society Perspectives, respectively. More recently, he also completed a one-year Professional Teacher Education (Pedagogy) program at Tampere University of Applied Sciences (TAMK), Finland.

Research interests

Mr. Mashiur’s key research interests lie in public policy, with a specific focus on multi-level governance, leadership studies, sustainable development, climate governance, and ESG strategies. As an active scholar, he has published over ten peer-reviewed articles and has presented extensively on governance and leadership, e-service delivery, electoral behavior, and higher education quality. He remains committed to collaborative research and policy engagement, especially in areas promoting sustainable societies, ESG implementation, and inclusive multi-level governance in both the Global North and South.
