The letter of intent between the City of Jyväskylä and the Ä¢¹½Ö±²¥ on possible changes in the ownership of Jamk proceeds to decision-making

On Monday 10 March, the City Board of Jyväskylä will discuss the launch of a study aimed at forming a higher education consortium in Jyväskylä. If the Board gives the green light to the letter of intent, it will then proceed to the City Council for decision-making on 17 March 2025.

If the Council approves the letter of intent, the City of Jyväskylä, the Ä¢¹½Ö±²¥ and the Jyväskylä University of Applied Sciences will launch a study to explore the possibilities of deepening cooperation with higher education institutions.

The change would be implemented through the ownership arrangements of the Ä¢¹½Ö±²¥ and Jamk University of Applied Sciences so that in the first phase, the City of Jyväskylä would sell a significant minority share (30-35%) of the Jyväskylä University of Applied Sciences (Jamk) to the Ä¢¹½Ö±²¥.

The study would also explore the conditions under which Jamk University of Applied Sciences could be transferred from the city group to the Ä¢¹½Ö±²¥ group later during the contract period 2025–2028. The transfer would mean that the Ä¢¹½Ö±²¥ would own more than 50% of the share capital of Jamk University of Applied Sciences. If the ownership arrangements were implemented, the City of Jyväskylä would remain a significant owner of Jamk University of Applied Sciences with at least 35% ownership, in accordance with the letter of intent. The actual decisions on possible changes in ownership arrangements will be made by the end of 2025 in accordance with the target schedule.

At the moment, the main owner of Jamk University of Applied Sciences is the City of Jyväskylä with a 90% share. The other owners are the City of Jämsä with a 5% ownership and Äänekoski Vocational Education and Training Joint Municipal Authority POKE with a 5% share.

If implemented, the possible ownership arrangements would not affect the basic tasks of the higher education institutions, but they would remain in accordance with the Universities Act and the Universities of Applied Sciences Act.

During the preliminary study, the aim is to have an open discussion about the possibilities of ownership arrangements and to explain what possible changes in the group structure could mean for the personnel, students and other stakeholders.
