The survey was implemented in Webropol from 26 January to 6 February 2023. The results reveal that the respondents consider the University’s goals can be promoted by maintaining the quality of work and studies, by taking care of personal wellbeing and the wellbeing of surrounding community as well as by ensuring a good atmosphere for working and studying. On the other hand, especially students find the University’s strategy partly distant and abstract in relation to their daily life.

Some responses also echoed the feelings of strain and insufficient resources. According to respondents, factors that weaken the implementation of goals include that putting strategy into practice and strategy management are insufficient at the level of units, strategy communication is too sparse, and goals are too abstract. Versatile participation opportunities, openness and transparency as well as goals and indicators that are connected to daily work are wished for strategy work and related discussion.

Based on the responses, the most important change factors in the operating environment were, for example, the polarisation of society, digitalisation as a challenge and an opportunity, the economic and security policy situation, increasing importance of internationalisation, climate change, diminishing resources and pressure to grow as well as increasing competition for talented students.
